According to the Regulations on Compulsory Scrapping Standards for Motor Vehicles issued in 2013, the scrapping period of motorcycles in China is 13 years. After more than 10 years, regular annual inspection is required, and mandatory scrapping is required for at most 13 years. Recently, it was stipulated that motorcycles over 10 years of age should be inspected once every half a year instead of once every year, but they still had to be scrapped after 13 years. If it is not scrapped, it will face not only fines and points deduction, but also criminal punishment.
That is to say, no matter how expensive the motorcycle, small pedal, Honda Jinyi, or how many kilometers you ride, 100000 kilometers, 20000 kilometers, you will be forced to scrap it. This also makes many car owners angry. I bought a motorcycle, but I haven't ridden 20000 kilometers in 13 years. The car is still good. Why should I be forced to scrap it?
The original intention of this policy was to ensure safety. In the background of the time, it was also reasonable. At that time, China had a huge number of motorcycles, nearly 100 million. However, due to the economic conditions at that time, most of them were relatively cheap entry-level motorcycles, and Chinese made motorcycles accounted for a large proportion. To be honest, in terms of durability, There is still a big gap with foreign motorcycles, and problems often occur within 13 years of use. Under this background, the policy of mandatory scrapping for 13 years came into being, mainly to prevent some vehicles with potential safety hazards from going on the road.
However, today is different from the past. With the improvement of the national income level and the development of the independent motorcycle industry, the stability of mainstream motorcycles in the market has been greatly improved, especially the motorcycles represented by Honda, Suzuki and other brands. Their quality is stable and their price is high. In addition, most cities in China are forbidden to use motorcycles. Therefore, the average annual mileage of domestic motorcycles is not high, Many cars have only run for 20000 to 30000 kilometers after 10 years of age. For a motorcycle, it is still in its prime of life. It is a pity that it will be scrapped in 13 years.
In fact, we can refer to the scrapping regulations of automobiles. The Automobile Scrapping Standard issued on July 15, 1997 mentioned that the scrapping standard for non operating vehicles (private cars) is 10 years and 100000 kilometers. However, with the improvement of vehicle manufacturing level, it was proposed in the Regulations on Auto Scrapping Standards issued in 2000 that the service life of non operating vehicles with less than 9 seats (including 9 seats) is 15 years. By May 1, 2013, the mandatory scrapping of non operating vehicles (private cars) was cancelled, and 600000 km of guided scrapping (non mandatory) was implemented.
The compulsory scrapping of automobiles has been cancelled, but the motorcycle is still scrapped for 13 years, which is somewhat biased. Of course, given the special national conditions for the development of the motorcycle industry in China, there must be other considerations in making this provision, but it is unfair for motorcycle owners.
In recent years, there has been a strong call to abolish the compulsory scrapping of motorcycles, but the 13 year compulsory scrapping regulations are still solid. I hope that the compulsory scrapping of motorcycles can be more humane and listen to the wishes of motorcycle owners.
